What's meant here by "modern culture" is any culture which has ice in your drink, slaves (or machines and a working class), compound interest, property ownership, marriage, prostitution, law courts, prisons, fashion, and taxation.

This culture (or at any rate, a culture with these characteristics) got going in Sumeria several thousand years ago and has spread impressively since then.
